I'm guessing it has something to do with XAMPP, any thoughts would be nice.

What port is apache running on? Can you access it by entering 'localhost' in browser's URL bar?

Temporary workaround is to switch to system cron. Open conf.php, look for:
define ( 'SIMULATE_CRON', true );
change to
define ( 'SIMULATE_CRON', false );

I'll make sure to fix this in the upcoming version.

The workaround works.

Apache is running on the default port 80 and the SSL is running on 443. Both of them work now, before neither of them worked.
Server is being hosted on a LAN, but in a DMZ, therefore I got the error both when I typed http://localhost/ and http://my.no-ip.com
